『54』16世紀スペインを没落させた「異端審問」と「血の純潔規定」

スペインは、南アメリカでポトシ銀山を発見します。当時は、石見の銀山とポトシの銀山が世界の経済を支えましたが、ポトシの銀山は4100メートルの高地にあるので、酷使された現地人が800万人死んだといわれています。スペインはネーデルラントとも「ネーデルラント独立戦争」を80年戦うことになり、どんどん没落していきます。

　スペインは新大陸でエンコミエンダ制という制度を認めます。カール5世のところに南アメリカや北アメリカの人がやってきて、こう言ったのです。「私たちは現地でキリスト教を広めます。教会をつくって現地人を教育しますが、お金がありません。お金はいただきませんがその代わりに、現地人を自由に使う権利をください。現地人を使って働かせて、そこで稼いだお金で教会を建てて、彼らをキリスト教徒にします」と。

　この制度を、愚かなカール5世は認めるのですが、よく考えたら、こんなめちゃくちゃな話はないでしょう。現地人を勝手に奴隷にしていいということですから。もちろん、彼らの主たる狙いは、キリスト教の布教にはなく、私利私欲をむさぼることにありました。

　それから、「血の純潔規定」というものをつくります。スペインの公務員になるため、あるいは資格を取るためには、ユダヤ人やイスラム教徒の血が一切入っていない純粋なスペイン人でなければならない、という規定です。ところが、スペインは800年もイスラム教徒が支配する地域だったので、そんな人はほとんどいないのです。心ある人はスペインを見切ってほかのヨーロッパ諸国に移住していきました。

　こんな愚かな規定をつくったら誰が喜ぶかといえば、代書屋、つまり司法書士たちです。高いお金を取って、「あなたは純粋なスペイン人です」という系図をでっち上げるわけです。こんなばかなことをしていたがゆえに、スペインにはあれだけ広大な領土を新大陸に持ちながら、国が衰えていくわけです。

　血の純潔規定はナポレオンが廃止するまで長く続いていきました。カール5世は1558年になくなりますが、その頃にはスペインは早くも国家破産しています。新大陸の黄金があれだけ入ってきているのに、ルター派やフランソワ1世と争い、国内ではこんなことをやって優秀な人を次々に追い出したら、そうなるということですよね。

　この後、ユグノー戦争がフランスで始まり、ヨーロッパは宗教戦争の時代に入ります。
