　イングランドではジェームズ2世があまりにも反動的だったため、しびれをきらした議会が追い払います。血が流れなかったので名誉革命（1688年）と呼ばれています。ジェームズ2世の長女のメアリーは、フランスとの戦いで名を挙げたネーデルラントの提督ウィレム3世と結婚していました。ジェームズ2世の後にウィレム3世夫妻がロンドンにやって来ます。妻のメアリーはジェームズ2世の長女なので国王になれますが、ウィレム3世はネーデルラントの提督でイングランド王家の血は一滴も流れていません。

　しかしここでウィレム3世はごねました。「妻をイングランドの国王にしてやるから、自分も王様にしてほしい」というわけです。妻のメアリーも「本当の国王は私なんだけれど、夫も国王になりたいと言っているから2人とも国王にしてくれないか」と。イングランドの議会は合理主義の固まりですから、別に1人でも2人でもいいと考えました。頑固なジェームズ2世を追い出せば後は議会の自由になるのだからそれでいい、ということでオーケーを出します。

　フランスのやることは全部、イングランドが反対します。ところがウィリアム3世は婿養子ですから、イングランドの議会にルイ14世と戦争をするための増税をお願いする根性がない。婿養子が来たばかりで税金を取りますといったら、「お前何を考えているんだ。来たばかりじゃないか。身のほどを知れ」といわれそうでしょう。

　そこでウィリアム3世はネーデルラントでやっていたように、国債を発行して戦費を調達します。でもイングランド議会はしっかりしていますから、その国債をきちんと管理・償還できるようにイングランド銀行をつくりました。ここで初めて中央銀行が生まれたわけです。国債を管理することは中央銀行の本質的な役割ですからね。

　近代的な国債や中央銀行の制度は、このウィリアム3世のルイ14世に対する怨念から始まったプファルツ戦争がスタートになっているのです。
