『63』大清グルンの最盛期 康熙帝時代

　この頃、イランのサファヴィー朝ではアッバース1世という君主が生まれて、アフガニスタンの都市カンダハールを確保して大帝国をつくります。そうなるとインドのアウラングゼーブはもう南に行くしかなくなります。サファヴィー朝は1598年にイランのイスファハーンに遷都していました。この都にアッバース1世がアルメニア商人を集めて富にあふれた美しい町をつくったので、ここを訪ねたフランスの商人が「世界の半分」という形容詞を残しています。世界の富の半分がイスファハーンにあるということです。今でも世界遺産になっている夢のようにきれいな町ですけれど、それはこの時代に骨格がつくられたのです。

　中国では、呉三桂のほか、清に下った明の将軍が3人いました。その3人は南の方の雲南や広州のあたりに3つの王国を築いていました。それを三藩といいます。3つの藩です。ところが康熙帝は三藩を大事にしなくなったので三藩が反乱を起こします。まだ16～17歳の康熙帝がびびって妥協するだろうと三藩は考えたのですが、康熙帝はこれを断固討伐します。優れたリーダーの素質を発揮して、8年かけて三藩を徹底的に潰します。ここか大清グルンは最盛期に向かいます。

　康熙帝は大変賢い人で、子どもの頃、大臣が好き勝手をやっている間、モンゴル相撲に一所懸命取り組んでいました。そのときはまだ10歳ちょっとですが、政治に興味がないふりをして大臣を安心させ、じっと大臣の様子を見ていたのです。

　そして15歳ぐらいのときに「優勝決定戦に出ますから見に来てください」と康熙帝は相撲大会に大臣を招きます。そして大臣が「かわいい坊だな、ちょろいものだ、相撲に夢中になっている。よっしゃ、じゃあ、優勝したら褒美でもやるか」と部下も連れずにのこのこと見に行ったところを、相撲仲間と捕まえて即刻、首にしました。そこで親政を始めるのです。若いときに相撲をやっていたおかげで、康熙帝には狩りに出掛けているときにトラに出合って素手で絞め殺したという伝説が残っています。頭脳明晰（めいせき）で体力抜群の素晴らしい皇帝です。

　インドのアウラングゼーブは異教寺院や学校を壊し、人頭税を再度課したので、インド中でヒンドゥー教徒の反乱が起こり、インドはがたがたになります。でも、イングランドは本当に幸運ですよね。東南アジアをあきらめてインドに集中しようと考えたときに、狂信的な皇帝が現れて勝手にがたがたにしてくれたのですから。運というか偶然は恐ろしいですね。

　康熙帝はロシアと国境を定めた「ネルチンスク条約」を結びます。これは中国が初めて外国と結んだ条約です。なぜロシアが中国に出てきたかというと、ロシアの輸出商品は当時、琥珀（こはく）と毛皮ぐらいしかなかったのですが、アメリカの五大湖のあたりから毛皮がどんどんヨーロッパに輸出されるようになってきたのでロシアの毛皮は値下がりし、外貨を稼げなくなったからです。それで困って、より金持ちの中国に買ってもらおうというのが、中国に進出してきた原因です。

　ところが、このネルチンスク条約は、相手が康熙帝で、しかもイエズス会の知恵もついていたためロシアに不利というか、中国に圧倒的に有利な条約になりました。当然、ロマノフ朝では、「こんな不利な条約を結んで中国にやられたのは誰の責任だ。ソフィアじゃないか」ということで、摂政のソフィアを追放しました。そこでやっと、ピョートルが日の目を見ることになるのです。やり手のお姉さんに操られていたピョートル1世が、康熙帝のおかげでじゃま者がいなくなり、表舞台に立つ。歴史はつながっているということがよく分かります。

　トルコのオスマン朝はこれまで領土を広げる一方だったのですが、1699年の「カルロヴィッツの和約」で初めて領土を削られて、ハンガリーがハプスブルク家のものになります。以降、オスマン朝は少しずつ衰退に向かいます。

　ハプスブルク家は、オスマン朝と戦って東の方では少し勝ったのですが、スペインではたいへんなことになっていました。スペインのハプスブルク家は自分の家柄を誇って同族結婚を繰り返していたのです。もともと同じ一族ですが、スペインのハプスブルク家の配偶者をオーストリアからもらったりしていました。

　そうすると同族結婚で血が濃いので、スペインの君主、カルロス2世（在位1665～1700年）は生まれたときから病弱で子どもができなくなりました。ですから、スペインのハプスブルク家が断絶することは分かっていました。

　フランスは、スペインとドイツに挟まれていて、ハプスブルク家を不倶戴天（ふぐたいてん）の敵とみなしていました。しかし、ルイ14世の正妃はスペインのハプスブルク家の女性です。ルイ14世の子どもは早く死んだのですが、孫はスペインの王位継承権を持っているのです。あつかましいルイ14世は、この孫をスペインの王位に就けようと狙っているわけです。でもそんなことはみんなも分かる。フランスはそうでなくてもヨーロッパで一番大きい国でしょう。しかも、リシュリュー、マゼランの時代にお金を山ほどためている。
